A bit confused....

My cousin is looking for a simple, low-recoil revolver for casual shooting, but he wants something with a bit more kick than a .22. When we began our search, it felt like the choices went straight to .38 Special and now I’m starting to think we might be overlooking some options.

Don't sleep on the .327 Federal Magnum! It's a great cartridge that sits nicely between the .22 and .38 when it comes to recoil. It can also handle .32 H&R Magnum and .32 S&W Long giving you even more ammo choices.

Check out the .327 Federal in something like the Ruger SP101. It gives you options...More kick than a .22, but not as big a jump as going straight to the heavy stuff.
