Is it actually legal to buy a complete lower? I'm thinking about skipping all the assembly work and just using one without a stock. Can I really do that?

You can but just keep in mind that you'll have to get through a background check and handle the transfer via a licensed dealer. If you're thinking about using it without a stock, that's totally cool, as long as it doesn't cross the line into being classified as an SBR. If it does, you'd need that tax stamp and ATF approval, which can be a bit of a hassle.

If you want to use it, you’ll need to make sure it meets the ban-compliance rules. Basically, you need to steer clear of any features that would get it labeled as an “assault weapon” according to Delaware law.

Using a lower without a stock might keep it from being labeled as a rifle, but it could end up classified as a pistol or even something else, depending on how you put it together. It's definitely a good idea to talk with a local FFL or a legal pro just to be sure.
